Hyatt Regency Hotel & Casino Manila, Manila – the newly designated Deputy Director General  for TESD Operations of the Technical Skills and Development Authority (TESDA), Atty. Teodoro C. Pascua was invited as the Guest of Honor during FAME’s 1st General Membership Meeting held on 12 February 2014.
 
In a short but meaningful presentation, the Atty. Pascua discussed some of the major issues and updates in TESDA that concern the Filipino Seafarers and the maritime industry particularly on TESDA’s suspension of portfolio assessment conducted by some assessment centers in Metro Manila in view of the re-establishment of the Maritime Assessment and Certification Unit (MACU) in TESDA. The increasing problem in acquiring NC1 and NC2 certificates was intensely discussed as well. After realizing some comments and suggestions from the FAME General Membership, Atty. Pascua suggested to have a common bond or agreement with the manning agencies to solve the problem.
 
On another note, Atty. Pascua also mentioned that the TESDA, along with the Commission on Higher Education (CHED) and the Department of Education (DepEd), is putting the technical and vocational education in the forefront of their basic education because of the continuing rise in the demand for technical skills both in the local and international profession.
 
Members of the Board also updated the general membership with their respective reports which tackled on the topics of JMG proposing for PDOS for seafarers, JMG’s dialogue with SSS regarding SSS contribution of seafarers, MITC proposed Magna Carta of Seafarers, updates on the Seafarer Center, proposed POEA SEC Review, update on Senate Bill No. 2043 and House Bill No. 3766 on the establishment of MARINA as the Single Maritime Administration, EMSA Audit status and an update on the new ANGKLA Anti-Ambulance Chasing Bill.
 
FAME President and the newly appointed Chairman of the Joint Manning Group (JMG), Capt. Emmanuel Regio presented the new set of JMG officers and Committee Composition for the year 2014. He also acknowledged and congratulated FAME members who were among POEA’s 2013 Presidential Award of Excellence awardees.
