On 06 January, 2011, Atty. Carlos S. Cao, Jr. was appointed by President Benigno Simeon “Noynoy” Aquino as Administrator of the Philippine Overseas Employment Administration (POEA). 

FAME welcomed the appointment and eventually he favourably graced the 1st General Membership Meeting of FAME for 2011. 

Administrator Cao expressed his willingness to partner with the industry on the projects, plans, and programs which he would like to implement for the industry. He recognized the necessity of maintaining the good relationship which the industry has with the government particularly his agency so that projects, plans and programs to improve the industry can be carried out easily and efficiently.

Timely with the creation of the Technical Education and Skills Development Authority (TESDA) and Maritime Industry Technical Working Group (TWG) tasked to work together on the various skills development concerns in the industry, FAME took the opportunity during its 2nd FAME General Membership Meeting for 2011 to update the membership of TESDA’s new plans and programs intended to strengthen the agency’s relationship with the maritime industry. 

Led by Dir. Gabriel Bordado of Competency Assessment & Certification Office (CACO), together with Dir. Marissa Legaspi - Planning Office and Dir. Imelda Taganas - Qualification and Standards Office (QSO), they presented TESDA’s priority programs for the maritime industry in different areas of partnership including Labor Market Information, Competency Standards Development, Training Delivery, Trainers Development and Assessment & Certification. At the end of the meeting, the members were also able to raise their issues and concerns with TESDA and put forward recommendations in addition to the programs designed by TESDA for the maritime industry. 

Likewise during this meeting, the SM Global Pinoy Program of SM Prime Holdings Inc. was introduced to the members. SM Global Pinoy is purely a CSR project of SM supermalls as a way of championing the hardworking Overseas Filipino Workers (OFWs).

In the 3rd General Membership Meeting for 2011, the Officers and Board of Directors provided the general membership updates on the several undertakings initiated by Joint Manning Group (JMG) such as the JMG Contingency Fund, Proposed Maritime Education, Training, Assessment and Certification Foundation, Inc., JMG signing of Memorandum of Agreement (MOA) with SM Global Pinoy and JMG’s Endorsement of Single Administration for the Implementation of STCW. The general membership was also in the loop on updates on the proposed bill on Magna Carta for Filipino Seafarers and other developments in the maritime industry.
