The Department of Labor and Employment (DOLE) in its aim to meet its commitment to generate more local and overseas jobs initiated the DOLE Labor Opportunities Program. It was a series of marketing and promotions activities. 

The International Labor Mart is one of the project components of the Dole Labor Opportunities Program. It was a three-day activity that includes job fairs and exhibits. The exhibits included displays on the services of the various government agencies, recruitment and manning agencies, financial and banking institutions, telecommunication companies, airlines, travel agencies, hotels and restaurants, media, non-government organizations and other major stakeholders of the overseas employment program. 

Being one of the major participants of the program, the maritime industry associations such as Filipino Association for Mariners’ Employment, Inc. (FAME), Philippine Association of Manning Agencies and Ship Managers, Inc. (PAMAS), International Maritime Association of the Philippines (INTERMAP), Philippine-Japan Manning Consultative Council (PJMCC) and Filipino Shipowners’ Association (FSA) participated as one group representing the maritime sector through occupying five prime booths in the said labor mart/exhibit. 

Part of the opening ceremony of the program was a symbolic ceremony where different categories of jobs and skills were represented. Senator Manuel Villar as the Guest of Honors graced each representative with his or her respective job symbol. Representing the seafarers was the respected FAME Vice-President for Internal Affairs, Commo. Adonis B. Donato. 

On its first day, foreign principals were made to witness showcase of different skills and talents of Filipinos. And on the second day, the public was given a chance to seek their job opportunity as the exhibit was opened for them. The third day was highlighted with the International Labor Forum at the PICC Plenary Hall where His Excellency Vice-President Noli De Castro graced the event. 

Realizing the success of the activity and its good impact to foreign employers and investors, Her Excellency Gloria Macapagal-Arroyo made a point of visiting the exhibit and congratulated the initiators of the event, DOLE and POEA. She took also the opportunity of talking with the foreign employers present during the exhibit. Indeed, this national activity was made more meaningful with her presence.
