Designed to provide manning professionals with relevant and updated information on requirements and guidelines regarding documentation of seafarers, and facilitate greater coordination and efficiency in the deployment of qualified Filipino Seafarers towards the continued satisfaction of international shipowners, the Filipino Association for Mariners’ Employment, Inc. (FAME) has recently conducted a one-day informative series, entitled, “Documenting Filipino Seafarers” last 27th of July 2006. 

Although, holding workshops and seminars are not fresh for the Association, as it organized such activities in the previous years; nonetheless, this was the first time where different officers of different government agencies were joined together in one occasion to discuss issues involving their respective offices. It is, in the words of the President of FAME Ms. Josephine J. Francisco in her opening remarks, the importance of having this symposium for the participants is to know the updated requirements and guidelines on documentation of seafarers specifically for those who are new to the manning industry. 

In cooperation with other industry associates such as Philippine Association of Manning Agencies and Ship Managers, Inc. (PAMAS), International Maritime Association of the Philippines (INTERMAP) and Philippine-Japan Manning Consultative Council (PJMCC), the symposium was undeniably another great success for the Association where the Kachina Function Room of the Century Park Hotel was overflowing with two hundred seven (207) participants from the maritime industry, 90% of whom are members of the Association. 

The following eight (8) speakers were by no means unfamiliar to the maritime industry. Atty. Rosalinda Dimapilis-Badoz (Administrator, Philippine Overseas Employment Administration-POEA); Mr. Jose Clarito (Consultant, Maritime Training Council-MTC), who substituted Executive Director Ramon T. Tionloc; Ms. Leonor T. Rosero (Chairperson, Professional Regulations Commission-PRC); Capt. Constantino Arcellana (Vice Chairman, PRC-Professional Regulatory Board for Marine Deck Officers’ Division) Mr. Clifford A. Paragua (Executive Director, Technical Skills Development Authority-TESDA); Capt. Andrew J. Malpass (President and General Manager, Pandiman Philippines, Inc.); Atty. Ruben T. Del Rosario (Managing Director, Del Rosario Pandiphil, Inc.); and, Ms. Marisa Saadvera (Sales Manager, British Airways). 

There were four speakers in the morning session and four speakers in the afternoon session, where each gave their interesting updates into their respective areason documenting Filipino seafarers. The topics that really caught the attention of the participants were the “Crew travel documentation and its future trends” as provided by Ms. Marissa Saavedra; and the all-time-crucial concern for manning agencies, the issue on “Legal Cases” as provided by Atty. Ruben Del Rosario. Atty. Del Rosario discussed on what should a manning agent do to properly handle and document a crew who disembarked on unfinished contract for just cause in order to avoid any legal case. 

The engrossed participants had the opportunity to ask questions and exchange opinions to the invited speakers who came to share their knowledge. 

In appreciation for their efforts to strengthen the deployment process by raising the knowledge and understanding of industry players regarding crewing matters, all resource speakers received the plaque of appreciation. During the event, a server was handed to POEA Administrator Rosalinda D. Baldoz and POEA Director Carolina de Leon. FAME, in cooperation with other associations such as PAMAS, INTERMAP, PJMCC and FSA, have donated said server exclusively for the utilization of the POEA Seabased Section. 

The ever-energetic directors Eng’r. Sammuel T. Lim and Mr. Jose Albar G. Kato served as the moderators of the seminar. 

The workshop was completed by a brief closing remark of the hard-working Capt. Teodoro B. Quijano, VP-External Affairs of the Association, extending appreciation and gratefulness for all participants and resource speakers of the workshop. 

The result of the survey feedback showed that everybody expressed the usefulness of the workshop and all were anticipating that FAME would hold this kind of informative and comprehensive workshop again in the future.
